Part IXA: The Municipalities
Articles 243P–243ZG · The urban counterpart to Part IX, added by the 74th Amendment in 1992, Part IXA gives Municipalities (Nagar Panchayats, Municipal Councils, and Municipal Corporations) the same kind of constitutional backing — mandatory elections, reserved seats, and real devolved powers over city governance.

Definitions

Constitution of Municipalities
Requires a Nagar Panchayat (transitional area), Municipal Council (smaller urban area), or Municipal Corporation (larger urban area) depending on population and other factors.
Composition of Municipalities

Finance Commission
The same State Finance Commission set up under Article 243-I also recommends revenue-sharing for Municipalities.

States must provide for maintenance and audit of Municipal accounts.
Elections to the Municipalities
Conducted by the same independent State Election Commission that handles Panchayat elections.
Application to Union Territories
Extends this Part to UTs, with the Administrator standing in for a state's Governor.
Part not to apply to certain areas
Exempts Scheduled/tribal areas and preserves the Darjeeling Gorkha Hill Council's distinct arrangement.
District Planning Committee
Consolidates Panchayat and Municipality development plans into one integrated district-wide plan.
Metropolitan Planning Committee
A dedicated planning body for large urban agglomerations (10 lakh+ population) spanning multiple local bodies.
Continuance of existing laws
A one-year transitional grace period (from 1992) for states to align existing Municipal laws with this Part.
Bar to interference by courts in electoral matters
Municipal election results can only be challenged via a specific election petition, not an ordinary lawsuit.
