Fourth Schedule
Allocation of seats in the Rajya Sabha (Council of States) to each State and Union Territory. · Articles 4 and 80
Fixes how many seats each State (and the Union Territories entitled to representation) gets in the Rajya Sabha — India's upper house, where members are elected by state legislatures rather than directly by voters.
- Total elected seats: 233, allocated roughly (not exactly) by each state's population, plus up to 12 members nominated by the President for contributions to literature, science, art and social service.
- This Schedule is updated whenever a state's boundaries or status changes — for instance, after Jammu & Kashmir's 2019 reorganisation.
Explains why some states have many more Rajya Sabha members than others — Uttar Pradesh, for example, has far more seats than Sikkim, roughly reflecting relative population at the time of allocation.
