What This Schedule Actually Contains

Lists subjects that state legislatures can choose to hand down to Panchayats (village/block/district-level rural local government), as part of the push toward genuine grassroots self-governance introduced by the 73rd Amendment.

This is what your village Panchayat is constitutionally empowered to actually handle — from local roads to primary schools — though whether a given state has actually devolved a particular subject in practice varies.
