Administration of Scheduled Areas and Tribal Areas

Scheduled Areas (mainly central India) are governed under the Fifth Schedule's special rules; certain tribal areas of Assam, Meghalaya, Mizoram and Tripura are governed under the Sixth Schedule's Autonomous District Council system.

Formation of an autonomous state for certain tribal areas in Assam

A special (largely dormant today) provision allowing Parliament to create an autonomous state with its own local Legislature and Council of Ministers within Assam for certain tribal areas.

What's the practical difference between the Fifth and Sixth Schedules?
The Fifth Schedule (Scheduled Areas, mostly central India) gives the Governor and a Tribes Advisory Council oversight power, including restricting land transfer to non-tribals. The Sixth Schedule (parts of the Northeast) goes further, creating elected Autonomous District Councils with their own limited law-making and judicial powers.
